Frank Acosta (1855-?) was born and raised in Chihuahua, Mexico. There, his aunt aunt Jesus Acosta (1824-?) met the New Yorker David Risely Douglas (1814-1873). The Douglas family moved to Visalia, where David became the first town trustee and successful merchant (running the business Douglas and Company). Their city property was eventually the host the city hall. Frank's life intersected with Jesus Acosta by 1880, when he and his two siblings were living with Jesus and her four offspring. David had died in 1873, but the family continued to run the store. Frank at this time was listed as a "dealer in segars." Frank, his cousins and a sibling who was sometimes characterized as a male (Luciano) and other times as a female (Luciana) spent the summer of 1880 claiming mines about 24 miles north of Mineral King in the Kern River canyon. Known as the Mexican claims, the claims attracted the attention of other miners who located adjacent claims of their own. The miners appeared to work the claims for at least two years. Frank's fate after 1880 is unknown, however.
