This is a a pink Walt Disney Productions Inter-Office Communication dated 16 April 1970. It is from Robert B. Hicks, Disney's Mineral King project manager to Donn Tatum, a senior executive with a legal background. The subject is Montgomery Atwater, an avalanche control expert. It references Wilfred "Slim" Davis of the U.S. Forest service and attached correspondence. The communication refers to the potential contracting of Atwater to conduct avalanche analysis for the Mineral King project. Although it recognizes Atwater's expertise, it cites a threatened suit for alleged past due moneys, Davis's testimony, and Hicks's experience to argue that Atwater's personality would create problems. The communication was typed by a person with the initials 'as'.
The propensity for avalanches in Mineral King had a substantive adverse effect on the feasibility of Disney's proposed year-round resort. After Disney's proposal was selected in December 1965, the company commenced feasibility studies that included snow surveys and avalanche control investigations. Even after submitting its master plan on 8 January 1969, the company continued its efforts to determine how to mitigate the avalanche risk. On 23 February 1969, avalanches swept through the historic resort on Disney's Mineral King property, killing Randy Kletka (a friend of one of the snow surveyors). Robert B. Hicks, the project manager, evidently consulted with Montgomery Atwater that year and considered consulting with him again in 1970. Atwater was a reputable avalanche researcher. He managed avalanche control for the 1960 Olympics in Squaw Valley and alpine skiing World Championships in Chile in 1966. He established the first avalanche research center in the Americas and helped develop a pneumatic cannon for launching explosives to set off avalanches in a more controlled manner to mitigate the risk of unexpected, damaging avalanches.

Regarding Mr. Atwater, I do indeed know of him through correspondence and telephone conversations. He is the man who threatened to sue for $544.12 he siad we owed him. Attached is a copy of what I wrote at the time regarding the situation.
Slim Davis is quite adamant that we 11 only have trouble if we get involved with Atwater and I am inclined to believe it after last year's experience.
I have read Mr. Atwater's book and believe that he does have a lot of experience and knows his business, but I think his personality may create problems which we would not have with other equally expert people in the field of avalanche control.
